uri - an URI with full path

the file name only

checkAccess

Parameters:

systemId - the Id of the URI

allowedProtocols - a list of allowed protocols separated by comma

accessAny - keyword to indicate allowing any protocol

the name of the protocol if rejected, null otherwise
